Clearance is a measurement problem, not an opinion.
Vegetation management, clearance verification and structure condition all depend on knowing where things actually are in three dimensions. A photo of a line does not tell you the distance from the conductor to the canopy under it.
Corridor LiDAR does. Conductors resolve as distinct returns, poles and structures come through, and vegetation classifies out so you can measure the gap between them along the whole run rather than at the spots somebody happened to check.
